The form was only to leave your email to get the BBC's response to the complaints when available.
No doubt the majority of those who did so were 'registering a complaint', but the written complaints were made by other means - they had to be, there was no opportunity to write text on the form.

That sounds like a lot more than a 'notify me' register.

I did see it and it was as I described.
In a fast moving situation there's a possibility the form itself changed during its short lifetime.
As a minor point, could you provide a reference to the 'Beeb's own description'?
The use of the word 'its' in your quote is strange for any organisation describing itself.
