I think Michael Head and his various combos were underated. An insular Liverpool phenomena.

Yes, indeed - as I already mentioned above! One of the most lovely live performances I ever saw was Shack playing an accoustic promo show in a tiny record store in Newcastle. The playing and the harmonies were CSNYishly perfect. But all with a Mersey accent. Wonderful.
 
Nah r0bert, he's from Wiltshire originally but moved to Manchester when e went to uni and stayed there til last year. Can't miss him really, ginger, not so tall.

Oops, missed your mention. I'd say gorgeous harmonies are a common thread through a lot of liverpool music.

Maybe my favourite gig ever was Arthur Lee backed by Shack, liverpool early 90s.

In terms of underrated UK artists then for me it's J Saul Kane (Depth Charge/Octagon Man and others), been producing a very individual sound for 20 odd years without barely a whisper of kudos. Doesn't do a lot these days that I'm aware of but you can tell his stuff a mile off.
