As mentioned on another (duplicate & now locked) thread discussing this incident, the vehicle is also not insured, and maybe on false plates as a vehicle check on gov.co.uk says that the vehicles details cannot be found. So it might be difficult to trace the hoodlum. I also think that he was on the phone too?
This dangerous, unhinged burk needs to be traced and given a lengthy driving ban, a fine, and charged with possession of an offensive weapon and using abusive words and behaviour.

I don't think he had any intention of using it... he quickly changed his tune when the guy on the bike didn't seem at all phased by the baseball bat. He's a guttless pillock who thinks he can intimidate... but can't quite bring himself to be that intimidating, thus he resorts to trying to reason his way out of it.

Hmm tried both on the vehicle check and both come back as not found.
Rather ironic that the plate was CFC, being as him and the car are so bad for the planet and its inhibitants.
However, he does not so much destroy ozone, as waste oxygen.

IIRC there is little distinction in Law

He is carrying an offensive weapon
His intention is that the "other person" will believe that he will use it

That is sufficient to be unacceptable
