This brings me back to my original accusation - that you are prepared to delay and potentially annoy drivers when you are a pedestrian, but if someone has the temerity to do the same on a bike, you start frothing at the keyboard.

Therefore you are not waiting on them stopping to allow you to cross, but walking onto the crossing whilst traffic is still moving. Therby causing them to try & read your actions.

look out for pedestrians waiting to cross and be ready to slow down or stop to let them cross
you MUST give way when a pedestrian has moved onto a crossing
allow more time for stopping on wet or icy roads
do not wave or use your horn to invite pedestrians across; this could be dangerous if another vehicle is approaching
be aware of pedestrians approaching from the side of the crossing
So, the car driver should be checking that there are no pedestrians waiting to cross the road, and if they are then he should slow down or stop to let them cross.
Note that must and should have different meanings, and there are legal reasons for the specific wording.
The fact remains that a car approaching a crossing should stop if there is someone waiting to stop if they're able to safely.
