Colly is really a North Korean* Spy, and amongst his various evil plans over the years, he was actually responsible for, and distributing the song 'Gangam Style'.
The hope was that it would drive the South Koreans so utterly insane that they would drop a nuclear bomb on themselves just to end the pain.
Unfortunately it didn't work, but it was touch and go for a long time, not just with SK, but with several other countries too!
