Question regarding RS81 front hub

Can anyone tell me if the plastic cover on both sides rotates with the hub? The non-removable cover on mine sticks and the hub rotating against it causes friction and noise. I only noticed it after a servicing by the LBS yesterday.

That cap is fixed to the hub and the axle rotates within it.

It doesn't rotate on mine once you apply pressure to the QR. It looks as tho the LBS have damaged the axle when removing then.

Yes, the job was botched. Take a peek before you take it back and they make the evidence disappear. The cap pops off by using a screwdriver wedged between it and hub hub. There will be a little square gap left just for that job. Once it is off, rotate the axle and see if it runs true and also look for burrs, hammer marks or other evidence of a botched job.
