Plenty of steering going on in that stunt.
 
Well obviously, but I don't see many 'swooping curves'.
Because it is not normal cycling. Look at the speed or frequency of his steering. He is making lots of tiny corrections to stay within the narrow bounds. If he did normal steering at lower frequency, he would ride off one side or the other, the width ( or in a graph, the height or amplitude) of the curve would be too big. By increasing the frequency of steering he has reduced the amplitude and stays on the handrail.
