Do you mean legal as in sanctioned by law or just not specified as illegal?
Lots of things aren't individually specified as illegal but aren't exactly applauded and have to be prosecuted under rather more general laws.

According to Wikipedia bestiality is legal in those states. They list others where it's a misdemeanor and others where it's a felony so presumably no action is taken in those where it's legal.
