Waste of time. Penetrating oil won't penetrate a tight, seized thread until there's movement.

Having worked on Bikes since 1970, Cars since 76 and Motorbikes since 78 the phrase dinned into me was always "Give it a good squirt of 'ponjo' first"

If the pedals have a little arrow on them with “tighten” written on them ( most Shimano SPD-SL pedals do) it’s easy. If not, then apply the torque with the spanner, very gradually, if it doesn’t immediately start to loosen the pedal, you are turning it the wrong way. If you stop straight away, all you’ll have done is tighten it up a bit, and it will still release fairly easily.
