Roadsafe him, without a doubt. If you haven't already done that, I'd be tempted to reedit and reupload the video with the rule 163 picture included before submitting it to Roadsafe.

I agree with all of the comments above. (Apart from Hippo's usual tripe.) He may really believe that he did nothing wrong, so he needs to be told by the police that it is not acceptable.

It might be wise to ride further out along there if you can, to stop idiots like this taking risks and also to keep you out of the door opening zone.

'Yes', others 'No' and some 'Maybe'. Report it to the police and try to get him charged with attempted murder!!!!!!!!!!!!!!!!!!!!!!!!
Are you looking for peer approval? You say you may have to swerve to avoid a pothole - my only comment is if you use 'Eyeballs MkI, seeing, for the use of', these will help you to detect potholes in good time.

Only response I've had from roadsafe is:

"Thank you for the information you have supplied through the Metropolitan
Police Roadsafe London reporting system.

The information will be reviewed and dealt with accordingly. If we
require any additional information we will contact you."

I seem to recall on submitting the info to road safe that they said they'd let me know the outcome of my reporting the incident in 7 days, but I heard back nothing.


Presumably then nothing much happened as a consequence?

That's all you usually get from Roadsafe. Don't assume anything from the standard response, as they usually do loads behind the scene, checking up on all sorts of details. From my own experiences, I'd be very surprised if they didn't send the registered owner a letter about that driving.
