Rust on chain

I got a new bike 4 weeks ago and happened to notice that some rust seems to have appeared on the chain and the cogs= crikey I was really surprised, do I jist need to oil it?, I think I read that excess oil needs to be wiped of the outer edge of the chain.

oiling is a good start. never used to oil my old crappy bikes, but use finshline pro road ceramic on my current, seems like good stuff.
