Shall I report this guy?

Shall I report this driver using both mobile and hands free kit. On my way home yesterday I caught a guy holding his mobile and holding his hands free kit at the same time. He was steering with the side of his hand.

Who do I report him to? I live in Birmingham.

By reporting him, he would then start to have 'form'. It is for this reason alone that I have reported numerous incidents to Operation Crackdown. (sussex's public reporting service for 'anti-social driving: driving that is careless, deliberately aggressive or dangerous').
Do you think he was driving carelessly, as a minimum? I'm not sure from seeing the brief vid, and so would not report in this instance.

Unless your police force has a road safety/poor driving scheme running, you'd probably have a better result sending a picture to your local rag.

I tweeted my local police force and they have said to ring 101 to report it. I guess it may be worth it then.
