You'll get wet in the rain of course but if you have mudguards they'll stop the majority of the filthy street water from the wheels flicking up your back and onto your feet/chain; not sure why that's hard to understand? It's one thing hanging your jacket up to dry when you get in, it's another having to clean it off. Also if it's not currently raining but you have to ride through puddles you will also avoid getting wet for the most part with guards. Think a rack is just a preference thing depending on how much you're carrying but guards are just sensible if you have to ride day in day out.

If its raining your getting wet, mudguards or not.
There's a world of difference between being rained on and having a streak of mud, shoot and other road detritus up your back.

Without mudguards you'll still be getting sprayed with s**t when it's stopped raining though. At least the rain that falls on you is clean.
Or you could put your tools in your jersey/jacket pockets
Not so good if you fall off and end up with months off work and back surgery when your mobile or multitool gets jammed into your spine.
