Hi bikingdad, only available for qr axles I think.

they work with both nuts and quick release but not with thru axles

The wide flanges on your wheel nuts are doing nothing. Replace them for smaller diameter ones. The mudguard bolt will then fit your eyelet.

MichaelW2, I may agree about the flange but as far as I can see all axle bolts have one. I know I could get an ordinary bolt but not with serations - not sure that wold be good. Shakeproof washer might do the same job but I have concerns about safety.
