SRAM 1x11 rear hub issues

this is my son's rear hub from his Whyte mountain bike. The bit sitting on top of the cassette is loose and this doesn't seem right and the wheel won't sit corecorre in the frame. Is there something missing, or should this part be attached to the axle.
Any advice would be appreciated.

Its sheared off.
Remove the cassette and you will see if the inner will come out with a little bit of fiddling
