@classic33 can we see the lane in question so we can judge it for ourselves please?
There's not many ASLs of any sort round here, so I don't meet something like you seem to be describing often. On @Phaeton 's example I would ride in the normal traffic lane unless the cycle path was clear and the traffic stationary. Yes if the lines were solid rather than dashed, that would mean crossing the mandatory line when trying to 'feed' into the ASL but, tough.
Also, if the lane is mandatory then the traffic wouldn't be allowed to cross it to turn left, so your junction would have to be completely different or it wouldn't make sense. We need to see it (or the plans for it)
