No, cable is snapped so can't shift. Gonna take to bike shop
30 years ago I took a bike repair class at a community college in Orgon. The one big take away from the class ( other then these new things called rock shocks were coming out) was that nothing on a bike is that difficult to fix.
You're obviously mechanically inclined, so I'm sure with the YouTube you could replace the cables.

Gear cables easy, pull out from the gear end, remove the nipple at the lever end, (make sure the levers in the lowest gear position), push the cable through the hole you took the nipple out of ... thread through any outer cable routing guides, and pull tight ... Feed cable into gear mech, and tighten and adjust.

Job done, no need to touch housings etc.

I have also done a bike course..... The nipple seems stuck in the mech and I'm not stripping the levers.
Also I have no cable or nips so £15 for a local mechanic will do on this occasion

Good luck!
Last time I changed a cable it got stuck behind the ratchet and I had to strip the lever.

Got bike back home. By the time I managed to get in on cassette I must have knocked something as it won't go into the large rear cassette and is making noises!
