+1 to the wind keeping them from flying. Experience: four summers working outdoors in Orkney, 2 days total with midges, both days with no wind (a verrrrry rare event).
If you're cycling, they likely won't be able to catch you regardless!

Where were you in Scotland this year?
I was there in July-Oct around Inverness and Altnaharra in August and they had never been so bad. They sounded like torrential rain there was that many.
Also had them on the north coast at Tonque.
The only point I agree on is that they declined in September.

Our NW trap is near Ullapool and I have put the data for it below and we also had traps at Torridon & Skye with mirrored the lack of midges in June. We did have reports from the people near Altnaharra and Sutherland that the midges in early August were really bad if not the worst they had ever seen in their lives. Our trap SW of Inverness was busy as usual so much so it clogged with midges in the late May peak (as can also be seen below) but then had some other difficulties so we missed out on some data.
