I wasn't willing to sit back and let them behave in that way. Since threatening them with legal proceedings, I haven't heard a word from them.

Let's try another comparison. The four-fifths of people investigated *who have done nothing wrong* is a far smaller proportion than the proportion who come through airports and *have done nothing wrong*, but we let them treat everyone as a terrorist.
If I want to avoid the opportunity for an airport cavity search, I can go by train or road or sea instead. Or I can holiday in the UK or I can stay at home. Notwithstanding the difference in seriousness of the offences of failing to pay the Beeb £150 and of causing the deaths of 400 people, this comparison would only really make sense if they came round to my house and demanded I take my belt and shoes off.

They still ignored it and sent increasingly threatening letters until I responded in kind by threatening legal action.

I realise that that might be a dreadful intrusion into the citizen's right to behave like a six year old and waste a fortune in stamps, but that is what it is there for and it does work.

I've done that, they ignored it exactly the same as they ignored the letters i sent... like others, they only stopped after i spoke to them and gave them a load of greif. They said they could stop the 'threats' for 3 year, at which point i may have moved house, and the letters would be sent to my address again. so after three years the letter are coming again and they go straight in the bin.
