Ask them to ask the ingognito to pm you.
I have successfully put in contact two CC Ecosse members, one of them had his profile locked but had already messaged me about something else, so I could ask.
Not sure on this, but try following the person you want to pm, sometimes the conversation option appears.

Yes it is if you don't limit what others see. When registering I believe it asked for birthday.

Not necessarily the one you registered with.
IM email is for one
