Tommy Soens bike

I'm in the process of acquiring an old bike allegedly made by Tommy Soens - well that's the name on the downtube.

Can anyone tell me anything about either Tommy Soens or the bikes he made ?

Presumably, he didn't make many bikes - weren't they rated very highly ?

I can't seem to find anything at all on the Internet.
