That strikes me as very odd. So I could claim via TCA despite not paying a premium, just because my mate's got a policy? I'm very suspicious about that.

Up to? I'd need more clarity on that part as I'd expect to keep the lot.
Having seen that they offer this service for cars, motorbikes and vans with the same 'benefits' and at the same price of £24, it's my guess these are a new form of claim compensation specialists who'll make their money by skimming from any compensation you might be entitled to.
I'd like to see the full terms and conditions of the policy before handing over any money. I can't find them on the site so I've requested them by email.
