Just to clarify. S4C are only showing the first 3 and the last 4 stages live.
Other than that, it’s half hour highlights only.

Yes.

S4C is available anywhere in the UK on streaming services, as is Alba. AFAIK they have no intentions of restricting it.

They don't even know our postcode.

Sorry being late to party but now ITV4 gone, what options for free feed? I have a VPN so assume some French channels showing it?

but that does cover 4 of the 6 weekend stages, for us that work for a living that's a decent result, I wonder what the Welsh for "peloton" and "domestique" etc are?
