Change the bike to a folding one. Plenty out there and robust enough to cope with touring. You will never have a transport issue again.

Agree, here in the UK, but a shower curtain or cling film has been acceptable. The bags vary, so you could get a thin throw over type bag, or the one I have is more substantial with a shoulder strap and hand grips.
