UCI regulations on trackbikes

Looking at building one, anybody able to point me to the regulations? I seem to remember 165 cranks and a high bottom bracket being involved.

Anybody got any pointers for building on?

Theres a section on the Manchester Velodrome FAQ that gives their requirements before they allow your own bike on their track. Starting point anyway.
