I am thinking about giving it a go. I have been intouch with british cycling and they have told that there is no national or UCI hour records exist. Does this mean i could theortical go and set a record for everyone to try and beat?

You would need to get a recognised body to confirm your attempt and a record. Other wise anyone could come along and say they did such and such without proof. But theoretically yes, you could set a record for people to beat by placing the ride up on Strava or Connect or such like.

Theoretically yes, however an official hour record under UCI / BC rules will have a few obstacles that will be hard to overcome - you'll need the velodrome hire, you will need a commissaire to check your bike is legal, the time will need to be taken by qualified time keepers etc.The biggest one however is you will need to be on the biological passport for the record to be ratified.

This is assuming you want it to be official rather than something more informal like the guy that broke the chopper world record.

Audax runs a 24 hour TT.

Why not try a real challenge instead of inventing one just so you can hold a record until someone else beats your attempt.
PS its held on open roads and you "only" need to do 500 plus miles to be a serious contender .
Go on give it a go.

What do you think you could do?

Go for it jamma and good luck to you sir.
You seem keen as mustard to be a great cyclist one day and why not .
Just remember though,it takes absolute dedication and sometimes single mindedness to get there.

Not sure if you're serious or not, but I'll indulge you anyway. Rohan Dennis, Jack Bobridge and Matthias Brandle set 51.8, 51.3 and 52.4km respectively, back in 2014/15, while all three were at the age of 24. Whatever time you set will be a record and you will hold it for as long as it takes for someone else to set what will probably be a significantly quicker time.

As far as I'm aware though, your weekly training hours are somewhat low and you haven't even ridden a fixed wheel bike on an indoor track yet, (let alone a pursuit bike), so I can't help feeling you are getting a bit ahead of yourself.
