It's because we don't have to pay anything directly to use the roads, that's what winds them up. They have to pay. Cyclists don't pay anything directly.
It doesn't matter why we don't have to pay anything (exempt, zero rated based on emissions, etc).
Cyclists don't have to pay something that motorists do. That's what winds them up.
