Problem is, the benefits are mostly to the individual, whereas the costs are endured by society.

It's because we don't have to pay anything directly to use the roads, that's what winds them up. They have to pay. Cyclists don't pay anything directly.

It doesn't matter why we don't have to pay anything (exempt, zero rated based on emissions, etc).

Cyclists don't have to pay something that motorists do. That's what winds them up.

Nor do motors, we all pay for the roads, that is the point that is missed, drivers are subsidised in real terms, I would rather car tax was raised to reflect the full cost, then the rest of us could get a tax cut.

If I buy as my next car, say the new Golf Bluemotion, I would pay no VED as the emissions are (incredibly!) below 100g/km. Does this mean that other car drivers would be able to bully me and then justify it because I pay no VED / Road Tax?

It is such a facetious argument about motorists paying for the roads through VED, that it is barely worth a reply. It does show, however, the sense of entitlement that many motorists have and the hurculean effort required to place other road users such as pedestrians or cyclists on an equal footing.

I sometimes wonder about that. I remember having the standard "cyclists don't pay road tax" row on Safespeed once, with someone who drove a 1960s MGB as his daily transport. He never did tell me why it was OK for him not to pay road tax, but not for me.
Conversely, I sometimes get stick from motorists in my lorry, which has a very expensive tax disc indeed.
