I wonder about this at times.
Does the Health and Safety Executive have any powers in such a situation?
I can't find anything on their website about hazards on public transport links.

This is Stevenage, one of the few places where the cycle tracks are worth riding on.
Unless the idiot county council sticks road signs in them, of course.

and all the water/gas/electric are routed along the cycle tracks so they are constantly being dug up leaving them bumpy as hell without any disruption to the roads

and half the population of Stevenage prefers to walk along in the cycle/moped lane rather than on the adjacent footpath

and...
