From a quick google again, the registered address seems to be an old infants school. Can't say whether its a residential or business address.
If you can't get anywhere with the company, open a dispute through paypal

Doing a WHOIS reveals a company called Zenna Consulting, Registered address: 19 Bathwick Street, Bath, BA2 6NY, United Kingdom, Cross checked with 192.com shows Antonia Maybury on the electoral roll currently at that address. Just in case you don't get your order dispatched on the 29th.

I have a coat from this company and wanted to talk to them about it - this was last year - left several messages and sent several emails and they didn't reply. I went to the shop where I bought it (under the arches at Embankment in London) and they said they would try to get in touch, which they eventually did by phone. The owner said that they'd be very interested to hear my comments if I got in touch.

I would say that they are crap at admin rather than necessarily being evil, but I may be wrong.

Many years ago I had dealings with a bike company called Omega (there's history on CC if anyone fancies doing some archaeology). They were busy going bust, but used the "we're on holiday" excuse to give the owner time to squirrel away the order money before an angry mob formed. A real pity you didn't use a credit card - I guess you're at the mercy of Paypal now.

FWIW, I've just had a look at water-off's T&Cs and privacy policy on the website. There's nowt there, which is a bit illegal. No cookie acceptance request either.
