On the opposite side, I've seen access improvements on the Fallowfield Loop in Manchester. Noticed usual markings on floor, then on Thursday (between riding to work and coming home), someone had been busy removing barriers and repacing with bollards.

Have you questioned this with the local authority?
If you do not tell them they will not know. If you run into one of the posts in the dark. The council is liable.

To be fair they do appear to have used generous amounts of retro-reflective.
It is also a shared path with pedestrians and those bollards will prevent use by buggies / wheelchairs/ mobility scooters
