For me, it's a spare tube, some disposable gloves, a chain tool, a master link for the chain, gas inflator, gas canister, pliers, a cloth, and some Allen keys.

I'd go with "a bike" but if I want a bit more: a Zefal puncture repair canister.

If it's a longer ride, I also carry some self-adhesive patches and a square of sandpaper in the wallet (actually they're always there but a bit useless without a pump), tyre levers, mini track pump, adjustable spanner, CPR-9 multitool, mini chain tool and missing links. Spare minimally-legal lights if it's dark. Spare inner tube if it's a group ride.

The knowledge to understand how to use the tools, and the willingness to do so, rather than phoning for a lift at the first sign of trouble!
I've nobody to phone   Well, at a push my neighbour may fetch me but not at the ungodly early hours I ride in the summer months. Lol.

I carry a couple of tubes, levers, pump, chain tool and spare link.
