What would you get rid of to improve cycling?

Idiots in cars. Sustrans cycle routes that are barely fit to cycle on. Broken glass. Dog walkers that start a major drama at the sight of a bike and scoop their dog up like a child while giving you a dirty look.

not holes and debris in the road
motorised vehicles
darkness (i'm often working form before morning light to after evening light)
snow and ice (for cycling although i do want it in other parts of life)
