I've never seen them in a pack of cleats. I'd contact the seller or return the shoes as duff
Or make your own and stick the inner soles over the top

I think we have crossed wires, i am on about basically a sticker or small foam pad that goes over the plate inside the shoe underneath the insole.

Makes more sense. Maybe a small piece of heli tape would do it as it has strong adhesion, it's thin and would probably keep the water out.

I do have an old pair of lidl shoes i can cannibalize as i don't use them ,at the price i paid( £6,50 ) they are worth a bodge.
My other pair of shimano shoes i bodged with some blue tack
