I would guess it was bought as a frameset, or as a conversion for someone who doesn't want to / can't ride drops.

My son's Columbus X-wing was a flat bar conversion from drops which we've re-converted back to drops. This is it testing fitting:

About a month back I came across someone riding a **very** similar bike - a cervelo with flat bars. She was a lady rider in (I'm guessing) her early to mid 70s, she wasn't hanging about and didn't look too out of puff. If I'm able to turn a crank anything like that in 20-30 years time then I'll be happy.
