Looking at the road - dual carriageway with quite narrow lanes - I would have thought that would only invite an incredibly close overtake and might well have had the same result. I'm not sure the cyclist had anywhere to go.

Even if there was somewhere else to ride it doesn't give the car driver the right to ram the cyclist. I could see that classed as attempted murder or some such.
