Is that frame designed to work with a front drum brake and are those levers the correct ratio to operate drum brake are the questions I would be asking

Well spotted, I didn't notice the rim brakes in the spares.

The parts in the "spares" are not worth re-using.
The spare brake is a "side pull" and not very good. Dual pivot brakes would be better to be used and much more efficient.
The spare brake levers also not worth re-using. They have a secondary lever, so they can be operated when holding the top of the bar. But I think they gained the nickname of "suicide brakes".

So again, I think you should look again for something else.

I think the idea of a ‘cheap run-around’ has missed you.
Twin lever brakes are designed to give you an upright riding position, ideal in towns. And while the ‘top’ levers do not stop as well as the ‘normal’ levers, the work well enough at upright, town speeds.
