I'm no expert, but I don't see anything wrong with that. His cadence doesn't drop and the power spike could easily be because there was a gradient, and/or dropped the gear and grinded.

Agreed it a good thing sticky Watts is picked up I have seen blatant cheating in YouTube videos . At 1 point of the race this guy got of the front slightly and I was watching his W/kg compared to the guy leading the chase and I saw nothing but a constant figure . Like I say he completed in DRS on Tuesday and nothing was flagged so unless it's a issue that just occurred do different race organiser use different checking protocols
No video I know off but at one stage in the race he got of the front and I was watching his W/kg compared to the chasers and saw nothing untoward .it certainly wasn't sticky Watts as most people now it . Just a spiky power file . The problem if it's equipment related and his watt bike is serviced and calibrated what can he do ,the only way to find out if it's a 1 off as this was his first ladder race is to do another and see if you get DQed !! again . Yes the guy who runs the teams I ride for had a deep delve and spotted the same things as you , we all believe he wasnt doing anything to gain an advantage but the issue is equipment related ,the question is how to fix it for future racesI just took a closer look at the power graph on Zwiftpower and to be fair you can see lots of flat spots where power stays flat for a few seconds - this isn't normal. I guess that's what Ladder Race control have picked up on. As you pointed out he was pedaling all the time so I don't think he was attempting to exploit it or anything but it does look like something was going on. Couple of examples:
