I don't like the lack of a hard shoulder. The lay by areas are fine for cars, but you can't get a heavy lorry out anywhere near as safely as you can from a hard shoulder. And the whole "let's use the hard shoulder in rush hour" thing is just an excuse to put off tackling the real problem - too much traffic - for a few years.
