Advice on spec needed - Action cam plus pvr

Is this a good setup for getting good video even in poor light? was thinking of recording my commute for reporting dangerous and abusive drivers.

I have a different make camera rated at 10 lux and it operates well in street light, action cams are 0.1 lux so I wouldn't have thought the camera would have a problem.
I don't know anything about the recording device though, how much is that? I've been looking for another dv with av-in.

Is that from the action cameras site? The camera will be ok in low light, might struggle in street lights iirc.
