Worst come to worst, you can always buy a used tourer for an agreeable price. I bought an old used lightweight commuter frame and made a 26" tourer out of that. An old hybrid would work for a 700c option.

I'm still collecting used parts to fit to my old MTB but I saw that bargain and the beer told me to buy it! I'm quite glad I didn't now.
