Cable routing into the clamp could be the problem.

On a secondhand bike I bought years ago someone had looped the cable around the pinch bolt then through the clamp, presumably because they thought that would give a firmer grip on the cable.

The shifter was very stiff, cured by routing the cable straight into the clamp.

Change the inner and make sure the FD isn't seized, and check the guide under the BB isn't worn/gunged up. Putting a MTB crankset on a road setup could cause problems too.

What I was thinking was the front mech might be struggling to shift rings due to the curve on the arm not matching the ring if the chainset had been changed. It depends what had been fitted in that a mech capable of working with a 53 will be fine on a 50 but won't really work on a smaller outer due to it not 'lifting' the chain in the right place, it will shift it eventually but the leverage is wrong.
