Most people recommend leather-faced brake shoes such as these

Unfortunately their efficiency is reduced when the leather strip wears off. I prefer soft rubber. They work just as well in the wet and last a lot longer.

The shoe is the metal holder for the block or pad, which is the thing you're asking about. Leather was the traditional block for chrome rims.
You'll learn good riding skills & anticipation.

Sometimes nothing happened for 20 yards, then both wheels locked (it's perfectly possible to lock a front wheel by snatching at the brake, especially on a wet road). That was always entertaining.
