cyclist says yes ( and it certainly looks like it), company says, no its the ticket machine ..

been a while since I used the bus much, but certainly don't remember any ticket machines that side.

Seems clear to me he's texting. Even if it was the ticket machine (doubtful) he's still driving without due care & attention!

According to the BBC report, company says it's a module from the ticket machine, which suggests to me not the whole ticket machine.

Even if there was a slight chance, he is clearly paying more attention to that object than to the road ahead, which is what the company and police should be looking at, not if it's a mobile phone or not.

He is driving a large vehicle and he is doing it with passengers on board, that is reckless.

Plain clothed instructor at the minimum should be doing a random(s) inspection on this driver.

Whether it was a glance or not, he is driving a large vehicle, with passengers on board, he is not looking where he is going and does not have both hands on the wheel.

interesting point - how long was the cyclist looking sideways and not where he or she was going ? Or is that ok for a cyclist ?
