According to the BBC report, company says it's a module from the ticket machine, which suggests to me not the whole ticket machine.

Even if there was a slight chance, he is clearly paying more attention to that object than to the road ahead, which is what the company and police should be looking at, not if it's a mobile phone or not.

He is driving a large vehicle and he is doing it with passengers on board, that is reckless.

Plain clothed instructor at the minimum should be doing a random(s) inspection on this driver.

this is a single frame from a head cam.... we do not know if the 'whistle blower' has selected a 'glance', or whether the rest of the footage shows the driver paying full attention to the 'module' and not the road.... but let's not let that get in the way of passing judgement eh?

Whether it was a glance or not, he is driving a large vehicle, with passengers on board, he is not looking where he is going and does not have both hands on the wheel.

Having seen the video my mind has not been changed.
