I bought a cateye 400xc which fits ok on my brompton M handlebars and can stay in place during a fold. But the default rubber strap is useless. Maybe its the roads I ride on, or the smaller wheels and lack of suspension - but within a few minutes its pointing at the floor.

Is it possible to get a permanent/screw on mount and adapt the light to clip into it? Would still need to be quick release for charging etc.

Unfortunately there isnt one

You could try the old electical tape bodge? wrap a decent number of turns of electrical tape to the handlebars to make the diameter slightly larger and therefore the elastic band holds firmer?

Does the curved plastic block on the bottom of the lamp have a screw so that you could remove it?

I have several shims made of an old strip of inner tube for such problems.
Cut up a bit of the tube, insert it under the light, then use the O ring to attach the light.
If you lose the shim no big problem, just make another one.
I like CatEye lights because they are not bulky, I have little bar length due to small frames, but I buy only the ones that fit on the clip on fitting, easy to take on and off, easy to move between bikes.
