I think this is relevant:
Working from home has got rid of all the office thermostat arguments, in one role at a smaller company I started to miss working for the big corporate place as the small company had a control on the wall we all argued over, but the big corporate place had a 20 page form to complete to have a temparature change considered (20 day turnaround SLA).

17C outdoors and 22C in lounge, cool breeze recently but fine now I've closed the windows up and the loft hatch that's been open practically all summer.
When we get consecutive nights forecast to drop under approx 6C, we'll go back to the routine of putting the storage heaters on overnight, normally that wouldn't be until well into November.

When i felt feverish at work recently, a co-worker took pity on me and asked the facilities team to turn the heating down.
They found it had been set to 24 degrees, but then opted for an almost cryogenic 16.
My colleague moaned all day, until we compromised on 21 degrees.
Working in my garden office at home doesn't end the thermostat arguments; i argue with myself!

That is the sort of temperature generally recommended for bedrooms. For Living roms etc, the general recommendation is more like 21C.

Could your colleague not slip on a cardigan?
It seems lost on people these days that when things are too warm and you're down to your shirt, that's it, but when its colder you simply slip on a warmer garment.
