Clipless Pedals Road or MTB

Is there a difference between Road clipless and MTB clipless?

I was looking at upgrading my bike to use Shimano M520 which are classified as MTB clipless pedals, but I want to use them on my road bike (commuter).

Will they fit? is there an issue with using these on an old road bike (cottered cranks)

You'll be fine. Just be careful clipping/unclipping on the steep hills. Everything else you'll work out for yourself. From recollection I think £15.99 is a good price, especially with things going up.
