I’ve used bolt cutters and also a Dremel with a cutting wheel both were quick and satisfactory.

Not something I do very often. A handful of times in my life, at most. I mean, once fitted they are done. I've only done it once in recent memory, and I used a Dremel with a cutting wheel. In pre-Dremel days I probably used a hacksaw.

With the stays held in a vice, if you have one, or the use of one, a hacksaw, even a junior one will go through them easily.
