Basically on a shared path the cyclist has to take responsibility for making sure collisions don;t happen.
So if a walker/kid/dog does something dumb/unpredictable then you have to react to it - and be prepared to do so
But it is useful to have some basic rules that most people will stick to - no compulsion but generally the default.
